The first item of action is to mop your cement tiles on a regular basis using clean water and a neutral cleaning solution. Clean ceramic tile floors with warm water or a mixture of warm water and a few drops of mild dish soap.
Use a towel to finish wiping the floor, and you should be finished removing the stain. Prior to moving full force ahead with installation, your installer needs to wipe the tiles clean with a damp rag to remove this dust. Scrub the area using a soft brush and the ammonia solution.
